Brief Description
To monitor contractors’ site activities on or near the railway as Network Rail’s representative to confirm that their site activities are conducted in a safe manner with minimum impact on the operational railway. To undertake protection duties, where directed, to safeguard contractors staff where work being undertaken requires protection as required by the Rule Book
About the role (External)
Key Accountabilities:
1. Work with contractors to monitor site activities such that they comply (where applicable) to relevant rules, regulations, Railway Group and Network Rail’s company standards and all applicable procedures and legislation.
2. Encourage an awareness of the importance of HSQE and good site behaviours by regular communication with all contractors’. Confirm whether the contractor is aware of NR’s policy for reporting accidents /incidents, whilst working on NR’s infrastructure.
3. Review site documentation, relevant to works impacting on Operational railway. Check whether that contractor has in place adequate communication plans to inform line-side residents of proposed works.
4. For works on NR infrastructure check validity of Contractor’s employee’s competency documentation, prior to works commencing and during all phases of work, using sentinel and construction industry checklists.
5. Monitor that the works being undertaken, that could impact on the operational railway, are in accordance with accepted method statements.
6. Maintain a regular and frequent site presence at all worksites, as determined by an appropriate assessment of the risks involved, to continually monitor that the methods of work, are being undertaken in a safe manner and will not compromise the safety of the operational railway, always being vigilant for inadequacies. Where remedial actions are required to protect NR’s interests, confirm that non-conformance reports are raised, and closed out in an auditable manner. Maintain site diary as appropriate.
7. Undertake CoSS and/or Site Warden activities as directed on selective sites, where contractor is undertaking work that requires the Rule Book protection arrangements.
Job Skills, Experience and Qualifications:
Essential
· Railway or Construction trade background
· Good communication skills.
· Good understanding of Rule Book Site Safety arrangements
Desirable
· 3 years’ experience in construction or railway industry.
· 2 years’ experience in inspector role in construction or railway industry.
· Clean driving license
